Government Technology & Services Consortium

The GTS Consortium is a non-profit organization that performs primary research, develops thought leadership, and hosts workshops to clarify the value and the challenges for the small and medium business community in the federal homeland / security market.

The Consortium is funded through corporate donations, grants and joint academic events. The primary focus for the Consortium’s research initiatives and activities is to develop best practices around interaction between the public and private sector to improve the performance and execution of the homeland / security mission. Projects and activities build the relationship and communication between the public and private sector, improve the execution and function of Federal programs that seek to assist the small and medium businesses and increase the understanding and utilization of these businesses to achieve public sector security missions.

Missions include:
• Industry thought leadership focus group on defining and determining appropriate set-asides for small businesses in Federal agencies;
• Workshops and executive sessions with the public and private sector focused on improving existing Federal programs that seek to assist the small business community;
• Policy development for competitive alternatives for companies with revenue over $15 million, or those that are “other than small”;
• Educational sessions that improve understanding of the Federal mission and objectives.

Current Projects


National Defense Business Institute
The Consortium has partnered with the National Defense Business Institute at the University of Tennessee, the only university based institute focused on defense acquisition, to review lessons learned and best practices for small and mid-sized companies in the federal market. The partnership will develop a short white paper and workshop to share how acquisition can be made simpler for these critical contractors, and more effective and efficient for government acquisition staff. 

 

 

 Efiia Veteran Fellowship Program
Efiia Cares, a Virginia-based not-for profit organization has developed a cost-effective, innovative and scalable model for a private sector Veteran Fellowship Program (VFP). The GTSC is working with Efiia Cares to facilitate this project and work with several agencies to connect veterans with the pilot.

Survey on Challenges Facing Small/Medium Contractors
The Consortium is conducting a survey of several homeland / security communities to determine the three top challenges they face with Federal contracting. If you would like to participate in the survey, please click here.

Best Practices in Cost Efficiencies
The Consortium is developing a series of “Best Practices” in cost efficiencies actually achieved by member companies. Considering the significant reductions — and the continuing need for reductions — the Consortium will provide real world cost saving techniques and ideas already proven in the Federal market.
