A thirty-year Customs Service veteran, Mr. Winwood served as acting commissioner in 2001 and as deputy commissioner and has held numerous other positions in the agency, including assistant commissioner for the offices of Field Operations, Strategic Trade, and Inspection and Control. While at the Customs Service, he developed and implemented U.S. Customs canine trading cards and a national outreach program to reinforce anti-drug messages with grade-school children.

Mr. Winwood is widely respected for his leadership in creating the Customs Service’s Risk Management Program and has received numerous commendations for his service, including the Presidential Rank Award for Distinguished Executives from President Clinton, as well as the Commissioner’s Unit Citation. He was twice presented the Meritorious Executive Presidential Rank Award and was named Federal Executive of the Year in 1994.

Mr. Winwood’s work in solidifying business relationships between government and private industry brought accolades from major U.S. airlines, multinational corporations, foreign governments, and the U.S. Vice President’s National Performance Review. In addition, he developed a risk management model which was adopted by the Asian Pacific Council and the World Customs Organization. He also implemented the passive canine narcotics detector program, which has been adopted in Japan, France, Great Britain, and Canada.

After his departure from the U.S. Customs Service, Mr. Winwood served as the senior vice president at Sandler and Travis Trade Advisory Services, providing border security and enforcement assistance to international and domestic clients.

A decorated Vietnam combat veteran, Mr. Winwood served on the Board of Advisors for the Roger Von Amuluxen Fund, a nonprofit organization that provides assistance to families in need. He was also a board member for the Treasury Career Advisory panel of the Treasury Executive Institute and served on an advisory board for Sandia Labs in Albuquerque, New Mexico.

Mr. Winwood established the first government/IUP partnership for Criminology student interns with the U.S. Customs Service. He also served two terms on the John P. Murtha Institute for Homeland Security Advisory Board and was an integral part of the review of the Murtha Institute strategic plan. Mr. Winwood has delivered the commencement address for the IUP Criminology Department.

He is married to the former Christine Villella, a 1971 IUP graduate with a Bachelor of Science degree in Education. The Winwoods currently reside in Alexandria, Va.
