Senators Carper (D-Del.), Collins (R-Mass.), Lieberman (ID-Conn.), and Brown (R-Mass.) introduced S. 801 legislation

S. 801 introduced to require more transparency in Federal IT programs

Senators Carper (D-Del.), Collins (R-Mass.), Lieberman (ID-Conn.), and Brown (R-Mass.) introduced S. 801 legislation, the Information Technology Investment Management Act of 2011 that seeks to provide transparency into Federal IT investment projects.

The legislation would require agencies to develop IT development and management programs and report monthly cost, schedule and performance information on the web. Agencies would also be required to make their core IT investment projects public on the website. In the event the program begins to deviate from its planned execution, agencies would be required to conduct an OMB performance and governance review and report its findings to appropriate Congressional committees and the Comptroller General of the United States.

Agencies would be exempt from filing if the project went off track because of changes to Federal law, Congress cut funding, or the overage could not have been prevented through proper management.

SBIR Solicitation Released May 12

The Department of Homeland Security (DHS) Small Business Innovation Research (SBIR) Program Office, on behalf of the Science & Technology (S&T) Directorate invites small business concerns to submit proposals under this Solicitation for the Small Business Innovation Research (SBIR) Program. Small business concerns with the capability to conduct research or research and development (R/R&D) in any of the homeland security-related topic areas described in Section 8.0, and to commercialize the results of that R/R&D are encouraged to participate.

DHS Most Overseen Agency — to the Detriment of Mission?

WASHINGTON – If congressional oversight is a good thing, then the Homeland Security Department may be suffering from too much of a good thing.

The department, cobbled together quickly out of 22 other agencies after the Sept. 11, 2001, terror attacks, answers to 108 congressional committees, subcommittees, caucuses and the like, about four times as many as the departments of State and Justice combined.

Officials and staff spent about 66 work years responding to questions from Congress in 2009 alone. That same year, Homeland Security officials say they answered 11,680 letters, gave 2,058 briefings and sent 232 witnesses to 166 hearings. All this at a cost to taxpayers of about $10 million. Michael Kelly, a seasoned homeland security professional who recently moved from the Battelle Memorial Institute to TASC will join the Government Technology & Services Coalition for an assessment of the homeland security environment, a look at strategy for the next five years and how his company has successfully navigated the homeland security and defense markets.

Established in Winchester, MA, The Analytic Sciences Corporation (TASC) began serving the US government with modeling, simulation, analysis, and evaluation of integrated navigation and guidance systems. Earliest programs included the Trident Submarine, Minuteman Missile and the Space Shuttle in 1966. Since then, TASC has evolved and acquired several companies, eventually being acquired by Northrop Grumman Corporation Information Technology Sector. Northrop Grumman integrates its Information Technology and Mission Systems sectors. All Systems Engineering and Technical Assistance and advisory services related work was moved into the TASC subsidiary and development project to other units.

The Weapon Systems Acquisition Reform Act (WSARA) of 2009 becomes law to prevent the occurrence of conflicts created when a contractor is used for both advisory support services and the development on a major defense acquisition program. Northrop Grumman had both development and advisory services programs so on December 19, Northrop Grumman sells TASC, Inc., its advisory services business, for $1.65 billion to an investor group led by General Atlantic LLC and affiliates of Kohlberg Kravis Roberts & Co.
