Jason Kaufman

Jason brings to The Chertoff Group over twelve years of investment banking and private equity investing experience, exclusively focused on middle market defense and government services companies. During his career, he has advised on over 50 merger, acquisition, private placement, and corporate divestiture transactions worth over $2.5 billion in deal value. He has advised and closed transactions with many of the leading firms in the defense and government services market, including AECOM Technology Corporation, BAE Systems, The Boeing Company, CSC Corporation, Honeywell International, Lockheed Martin, ManTech International, NCI Information Systems, Raytheon Company, and Veritas Capital. At The Chertoff Group, Jason provides M&A advisory services to the firm’s clients to assist them in achieving their strategic objectives. Prior to joining The Chertoff Group, Jason was a Senior Vice President at BB&T Capital Markets | Windsor Group. He began his career with Jefferies Quarterdeck. Jason received a MBA from the Darden School of Business at the University of Virginia, and a BS from Georgetown University.

Dr. Shiffman brings to the Chertoff Group a deep terrorism/counter-terrorism expertise married with successful P&L experience at a Fortune 200 corporation. A prominent economist, he is well known for his perceptive application of economic insights to business leadership, and national and homeland security. While at L-3, Dr. Shiffman developed a global strategy and associated organizational design for a $4 billion business group to diversify into new security markets, and he turned around a $100M business unit by focusing business structure, processes, and human capital on risk management and resiliency solutions. During his tenure at DHS, Dr. Shiffman led many border security and facilitation policy initiatives, including the Secure Border Initiative Working Group which successfully re-engineered border enforcement and security processes. He also supported the development of the department’s framework for risk management and metrics. Prior government service includes appointment as National Security and Senior Policy Advisor to the leadership of the U.S. Senate, and positions in policy, planning, and operations in the US Department of Defense. He is a decorated combat veteran. Dr. Shiffman earned a B.A. in Psychology from the University of Colorado, Boulder; an M.A. in National Security Studies from Georgetown University; and an M.A. and Ph.D. in Economics from George Mason University. He published Economic Instruments of Security Policy in 2006.

Tim Hoechst
Chief Technology Officer, Agilex
Tim Hoechst leads Agilex’s research and development of new technology solutions. He represents Agilex with its executive customers and provides counsel on IT issues. Prior to joining Agilex, Mr. Hoechst spent 19 years at Oracle Corporation in a variety of roles. Most recently, he was a Senior Vice President in the Public Sector Division leading the technical professionals that supported Oracle’s Government clients in the United States and Canada. The product and industry experts on his staff helped Public Sector organizations exploit information by designing and building comprehensive information management solutions. Many of their innovations have become part of the Oracle product line and are used extensively by Oracle’s customers throughout the world.
As the Chief Technology Executive for Oracle in the Public Sector, Mr. Hoechst was also a spokesperson for Oracle on technical and industry issues. He has a special talent for describing sophisticated concepts in accessible language. He represented Oracle with customers, at conferences, on Capitol Hill, and in the media. He also sits in an advisory capacity to several Government organizations on science and technology issues.
Mr. Hoechst joined Oracle in 1988 as a consultant and built information systems for many of Oracle’s largest federal customers including the IRS, the VA, the Postal Service, and the Department of Defense. In 1990, he coauthored a book called Guide To Oracle as part of McGraw-Hill’s Database Experts Series. During his career, he has held a variety of technical positions working with development, marketing, sales, consulting, and Oracle internal IT. This breadth of experience has allowed him to develop the technical and social perspectives required to offer practical solutions to those he advises.
Hoechst received his Bachelors Degree in Computer Science from Harvard University.

Marianne Meins
President, Intelligence, Agilex
Marianne Meins brings over twenty-five years of experience in building and leading high growth businesses serving the national security community to her role as President of Agilex’ Intel/Defense Sector business. She has overall responsibility for the Sector’s operations, including business growth, solution development, service delivery and customer satisfaction.
She joins Agilex from Secure Mission Solutions, where she served as Senior Vice President for National Security Initiatives and as Vice President and General Manager for the company’s Systems Engineering and Security Sector business. During her tenure, she secured key accounts with the United States Cyber Command (USCYBERCOM), the Federal Bureau of Investigation’s (FBI) National Gang Intelligence Center and the Joint IED Defeat Organization’s Counter-IED Operations/Intelligence Center (JIEDDO COIC).
Previously, she established the cyber and intelligence business solutions group for Olive Group North America as the company’s Vice President of Intelligent Security Solutions. She has also served with General Dynamics Advanced Information Systems as Director of Engineering for the company’s ISR division, which employed over 2,000 engineers.
She joined General Dynamics following the company’s acquisition of Veridian Corporation, where she served as Managing Director for the company’s Homeland Security line of business. In this capacity, she served on the U.S. Department of Homeland Security’s Infrastructure Protection Transition Task Force, where she supported implementation of the U.S. Computer Emergency Response Team (US-CERT), the National Infrastructure Coordinating Committee (NICC) and the Homeland Security Operations Center’s (HSOC) Intel Cyber cell. She also served on the President’s Critical Infrastructure Protection Board’s Cyber Interagency Working Group, which was responsible for developing the Cyber Information Assurance Implementation Plan as well as the Global Early Warning Information System (GEWIS), which was sponsored by the National Coordinating Center for Telecommunications Information Sharing Analysis Center (Telecom-ISAC).
Ms. Meins holds a master’s degree in Computer Science from George Mason University, a bachelor’s degree in Applied Mathematics/Scientific Programming from the University of California, San Diego, and is a Certified Information Systems Security Professional (CISSP).

Matt Warren
President, Homeland Security, Agilex
Matt Warren is responsible for managing and growing the Justice & Homeland Security sector business at Agilex. Since joining the company in 2008, Mr. Warren has led a number of strategic initiatives within the Department of Homeland Security (DHS) that have measurably improved the department’s operational performance. He also leads Agilex’ relationship with the Department of Justice (DoJ).
Mr. Warren joined Agilex from Oracle Corporation, where he led the company’s strategic sales initiative for the federal civilian sector, including the Departments of Homeland Security, Justice and State. Previously, he held responsibility for the company’s DHS account and he managed Oracle’s business relationship with the Department of the Treasury prior to that. While at Oracle, Mr. Warren was named the company’s top sales representative within the public sector and he also received the Annual Achiever awards for exceeding quota for eleven consecutive years.
Mr. Warren began his career with GTSI, where he was the reseller’s top performing inside sales representative. He received his Bachelor of Arts degree in Communications from the Virginia Polytechnic Institute and State University.
